Changning offers talented people a year-long rent subsidy to support their businesses in the district. The monthly cap for the subsidy is as high as 45,000 yuan (US$6,725).
In order to attract more overseas talented people to start businesses in Shanghai, Changning District adheres to the global vision, establishes the working concept and international orientation of global talent introduction, focuses on the actual needs of overseas returnees and formulates special support policies for them.
Whether they work in Changning or not, whether they work or unemployed, even if they are still overseas, they are qualified candidates.
Changning also develops a WeChat miniprogram to put the whole application process online.

Lotus appreciation in local parks
When heat waves hit, it is a good time to appreciate the lotus in Changning parks!
A single-hole stone arch bridge crosses Hulu Lake in Tianshan Park, and there are blooming lotus flowers on both sides under the bridge.

The lotus pond on the south side is about 400 square meters, echoing the pink oleander on the bank from afar, which is pleasing to the eye.

“Lotus” elements are hidden everywhere in Zhongxinjing Park. Not far from the entrance at Hami Road is a lotus building on the central axis of the park.
Go straight along the right side will lead to the lotus pond, which looks like a blooming lotus pattern from a bird’s-eye view.
Back to the central axis on the left, Fahua Temple is there, which is a Buddhist holy land with “lotus flowers” everywhere.

District human resources and social security bureau took the lead throughout the city in piloting the whole process of examination and approval of the introduction of talent online by means of data comparison, video verification and remote acceptance.
It makes full use of big data analysis technology and with the help of the existing data systems of the state and Shanghai to compare the background data of the applicant.
By making an appointment, the applicant and the bureau communicate online through the video conference system. The applicant displays the paperwork that needs to be submitted.
The bureau staff reviews the application materials online, puts forward the corresponding review opinions, and records and archives the whole process.
The online process needs only 15 minutes. After data comparison and video verification, the applicant can mail the copy of the materials to the bureau, and the whole process is completed.
Subsequently, the bureau will report to the municipal human resources and social security department for review and approval, notify the applicant the result online, and share the data and information to government agencies involved.
Bus tours have resumed
The once-suspended sightseeing bus of Spring Travel & Tourism is back on street from this month.
At present, only sightseeing line 1 and 5 are available.
The line 1 travels between the Monument to the May 30th Movement and Yu Garden beside the City God Temple from 12pm and 9:30pm with nine stops, including the Pedestrian Street of Nanjing Road and Garden Bridge on the Bund.
The line 5 in operation from 5:30pm-9:30pm has eight stops including the Jinling Road E. Ferry Wharf and Jewish Refugee Memorial.
