Changning District adheres to the principle of benefiting and warming the hearts of the people, and strives to establish a high-quality “15-minute community life circle.” 

For the “15-minute community life circle” initiative, the goal is to meet the needs of different groups, establish good interaction between designers and users, and listen to the voices of residents in Changning.

In areas with relatively insufficient resources such as supermarkets and wet markets, efforts have been made to eliminate gaps. As a result, the satisfaction of residents has been increasing day by day, highlighting the prosperity of the community.

Changning also strengthens top-level design, develop programs, establish a joint meeting system, and draw up an action blueprint by conducting research to determine requirements, identifying direction, joint negotiation, co-construction, standardized measures, effective evaluation, and co-management and -maintenance. 

The district closely links the development goals of nine community and one town with special plans such as urban renewal and beautiful neighborhoods, focusing on “livability, business, tourism, education, and maintenance,” promoting the organic integration of urban spatial planning, functional layout planning, and economic and social development planning.

The construction of “15-minute community life circles” is a landmark program for building a people’s city, and it is also an important indicator for measuring the vitality of urban organisms.

In Changning, practices of the “15-minute community life circle” program are blooming everywhere, with poetic and picturesque life scrolls slowly and attentively unfolding.
