On July 23 , the "Low-Altitude Gains Momentum, Hongqiao Takes Flight" Changning special promotion conference, part of the International Advanced Air Mobility Expo 2025, concluded successfully. The event gathered nearly 100 leading enterprises, industry associations, and financial institutions in the low-altitude economy sector to jointly map out a new blueprint for industrial development.  

A licensing ceremony for key enterprises was held at the conference. Witnessed by leaders from the Shanghai Municipal Commission of Economy and Informatization and the Hongqiao International Central Business District Administration, the Changning District Market Regulation Administration issued business licenses to two innovative enterprises in the low-altitude economy: Shanghai Guanyi Aviation and Hydrogen Source Wing Intelligent Technology. This marks a solid step forward in the construction of the Hongqiao International Low-Altitude Economy Industrial Park (Changning Park) and accelerates the attraction of more high-quality industrial chain enterprises.  

Zhao Yongzun, deputy district director of Changning, stated in his speech that Changning is an important hub for Shanghai's low-altitude economy development. It is actively participating in the city's overall layout of the low-altitude economy, deepening investment promotion, promoting opening-up and cooperation, and striving to build a "low-altitude economy headquarters cluster."  

It was introduced that Changning will inject new impetus into industrial development through three major measures: First, leveraging its location advantages and the core strengths of the Hongqiao International Open Hub to extend aviation economy from high altitude to low altitude, supporting Shanghai's construction of a "City of the Sky." Second, focusing on innovation breakthroughs, collaborating with the Shanghai Commission of Economy and Informatization, the Civil Aviation Administration of East China, and the Hongqiao International Central Business District to build a new aircraft airworthiness certification system and establish a "one-stop" service platform for low-altitude economy quality infrastructure. Third, cultivating a fertile business environment, with policy innovation and resource sharing as breakthroughs, promoting in-depth integration of industrial, innovation, and capital chains, and providing full-life-cycle service guarantees for enterprises.  

In the thematic promotion session, the Changning District Investment Promotion Office detailed Changning's investment environment, vividly demonstrating its unique charm as the preferred investment destination for the low-altitude economy from its advantageous location, meticulous enterprise services, to diverse talent resources. The Changning District Shangwei, from an industrial perspective, highlighted Changning's strong aviation heritage and concentrated aviation elements, which are expanding from high altitude to low altitude. Notably, CNOOC's(China National Offshore Oil) offshore route pilot project and urban inspection (Haisu Green Space - Zhongshan Park) are expected to be typical application scenarios in Changning, with plans for future implementation.  

The industry sharing session was equally engaging. Shanghai Low-Altitude Economy Industry Development Co., Ltd. analyzed the opportunities and advantages of the low-altitude economy in Changning. The Shanghai General Aviation Association explored ways to integrate low-altitude industrial chain resources to boost regional economic development. The Shanghai International Economic and Trade Arbitration Commission emphasized the importance of legal safeguards for the healthy development of the industry, focusing on optimizing the business environment for the low-altitude economy. China Securities Co., Ltd. analyzed the broad prospects and investment value of the low-altitude economy from a financial investment perspective.  

In the carrier promotion session, responsible persons from East Hongqiao Center and Hongqiao Shangcheng introduced their functional positioning, spatial layout, and supporting services in the Hongqiao International Low-Altitude Economy Industrial Park (Changning Park). As the first-phase innovation carrier, East Hongqiao Center has initially formed an industrial park. The planned "Hongqiao International Low-Altitude Economy Reception Hall," with a total construction area of approximately 1,200 square meters, includes three functional zones: exhibition area, exchange activity area, and reserved expansion area, providing a one-stop service platform for enterprise settlement and industrial collaboration.  

The International Advanced Air Mobility Expo 2025, held for the first time this year, focuses on industrial development, ecological construction, and scenario implementation, creating a platform for low-altitude economy exhibition and exchange. To fully leverage the spillover effects of the expo, Changning District organized a professional investment promotion team to plan in advance and take proactive actions. Combining the district's industrial layout, it focused on potential low-altitude economy projects such as digital operation, aviation software, and commercial applications, conducting targeted promotion during the expo. Through communication with participating enterprises, it enhanced their confidence and willingness to invest in Shanghai and settle in Changning, promoting the Hongqiao International Low-Altitude Economy Industrial Park (Changning Park) to gather more high-quality enterprises.  

Zhang Chengjin, Second-Class Inspector of the Shanghai Commission of Economy and Informatization, Zhao Yongzun, Deputy District Mayor, Zhang Bin, Deputy Director of the Hongqiao International Central Business District Administration, and Gu Chunting, Vice President of the Council for the Promotion of International Trade Shanghai, attended the event. Responsible persons from the Civil Aviation Administration of East China, the Municipal Investment Promotion Center, Changning District Commerce Commission , Changning District Market Regulation Administration, Investment Promotion Office, East Hongqiao Office, sub-districts and towns, and district-owned state-owned enterprises also participated.
