On the morning of September 1, Changning District officially launched the construction of the Shanghai Silicon Lane High-Quality Incubator, marking a solid step forward in its efforts to build the "Shanghai Silicon Lane" sci-tech innovation block to high standards and create a high-level innovation ecosystem. Attending the launch ceremony were Zhang Wei, secretary of the CPC Changning District Committee; Liu Ping, deputy secretary of the CPC District Committee and district director; Zhai Jinguo, deputy director of the Shanghai Municipal Science and Technology Commission; and Xie Xiaoming, director of the Shanghai Institute of Microsystem and Information Technology, Chinese Academy of Sciences.

In his address, Zhang Wei noted that in recent years, "Shanghai Silicon Lane" has grown from an initial concept into a tangible reality, with an increasingly strong profile in technology and innovation. Guided by the Municipal Science and Technology Commission and with support from the "two institutes" of the Chinese Academy of Sciences and various enterprises, the four parties have jointly invested in establishing Digital Silicon Lane (Shanghai) Incubator Co., Ltd.—an important initiative to further consolidate consensus on innovation and expand the sci-tech landscape. He expressed hope that the development of the Shanghai Silicon Lane High-Quality Incubator would focus on full-chain innovation acceleration to provide higher-level incubation services; on comprehensive resource connectivity to form a more systematic innovation framework; and on all-element support to foster a more dynamic innovation ecosystem. He emphasized the need to jointly leverage the incubator as a source of vitality to drive the leapfrog development of the "Shanghai Silicon Lane" sci-tech block, continuously bringing to life the vivid scene of "writing code under the plane trees, conducting scientific research in the historic districts, holding morning meetings in cafés, and discussing innovation amid the buzz of daily life."

During the event, the Shanghai Silicon Lane High-Quality Incubator was officially unveiled. Shareholders from SIMIC Holdings Co., Ltd., Shanghai CREATOR Industrial Co., Ltd., Shanghai Changning State-Owned Asset Operation and Investment Co., Ltd., and Shanghai Chongwei Crystal Material Co., Ltd. signed agreements on-site. Representatives from the first batch of incubating projects, including the silicon nitride ceramic substrate project and the new integrated optoelectronic thin-film materials and devices project, as well as representatives from the first incubating companies such as Shanghai Xianjian Faxun Consulting Co., Ltd. and Xinyu Future (Shanghai) Medical Technology Co., Ltd., also signed agreements. Financial institutions including Shanghai State-owned Capital Investment Co., Ltd., Shanghai International Group Co., Ltd., Industrial and Commercial Bank of China Shanghai Branch, Huatai Innovation Investment Co., Ltd., and Shanghai Changning State-Owned Assets Operation and Investment Co., Ltd. were officially accredited as the first group of institutions supporting the high-quality incubator.

It is reported that the Shanghai Silicon Lane High-Quality Incubator has established strategic partnerships with financial investment institutions, industry associations, university technology transfer centers, and professional service agencies. These collaborations will deepen coordination in areas such as fund establishment, achievement transformation, industrial chain resource matching, and provision of specialized services to empower settled enterprises.

A representative from the task force for the construction of the "Shanghai Silicon Lane" sci-tech block delivered a presentation on-site. According to reports, the Shanghai Silicon Lane High-Quality Incubator will leverage the innovative technology sources of the Shanghai Institute of Microsystem and Information Technology and the Shanghai Institute of Ceramics, Chinese Academy of Sciences, as well as over two decades of industrial development of "Digital Changning." It will provide first-class physical space and supporting facilities, aiming to build a soft service system characterized by "specialization, branding, and internationalization." Through measures such as introducing experienced industry mentors, establishing special seed funds, setting up public technical service platforms, organizing branded entrepreneurship events, and connecting international market resources, the incubator is committed to becoming a convergence point for innovative ideas, an accelerator for entrepreneurial practice, and a cradle for future industries, injecting strong momentum into Shanghai’s goal of building a globally influential sci-tech innovation center.

Also present at the meeting were Zhao Yongzun, deputy district director; Jin Xiaoqi, vice chairman of the CPPCC District Committee; Yan Jina, deputy director of the Shanghai Institute of Ceramics, Chinese Academy of Sciences; Zhou Lei, vice president of Shanghai International Group Co., Ltd.; Xu Yerong, vice president of Shanghai State-owned Capital Investment Co., Ltd.; as well as representatives from renowned investment institutions, outstanding enterprises, and sci-tech carriers.
