On September 24, coinciding with the hosting of the China International Industrial Expo, the 2025 Yangtze River Delta High-End Industry Innovation and Embodied Intelligence Development Conference, themed "Intelligent Manufacturing in the Yangtze River Delta • Linking the Entire Ecosystem," was held at the Shanghai IBP International Conference Center. In attendance were Cheng Peng, Party secretary of the Shanghai Commission of Economy and Informatization; Kong Fuan, Party secretary and executive deputy director of the Shanghai Hongqiao International Central Business District Administrative Committee; Zhang Wei, Party secretary of Changning District; and Liu Ping, deputy Party secretary and director of Changning.

In his address, Cheng stated that as the core engine of the integrated development of the Yangtze River Delta, Shanghai is leading the high-quality development of high-end industries and the embodied intelligence sector as an "innovation source." With a global vision, Shanghai aims to build an innovation hub for high-end industries and embodied intelligence, collaborating with cities across the Yangtze River Delta to establish a national comprehensive demonstration and leading zone for the embodied intelligence industry. He expressed hope that all parties would continue to focus on projects and on Changning, working together to accelerate the development of the embodied intelligence industry and help Shanghai seize opportunities and secure a leading position in global technological competition.

Liu introduced the overall profile of Changning District. With the "Digital Changning" strategy at its core and leveraging the Hongqiao International Open Hub as a pivot, Changning is fully committed to building a global innovation hub for the embodied intelligence robotics industry. The district will continue to develop as a "source of urban scientific innovation," utilizing the "Shanghai Silicon Alley" initiative to capitalize on the trend of innovation returning to urban centers. It will also persist in creating a "testing ground" for innovative achievements, accelerating industrial transformation and the integration of artificial intelligence applications based on regional characteristics and industrial strengths, thereby empowering enterprises to innovate and grow. Furthermore, Changning will continue to serve as a "gold-standard service provider" for enterprises, offering the most trustworthy, efficient, and proactive services to help businesses focus on development without distractions.

The Shanghai Yangtze River Delta Intelligent Manufacturing Industry Promotion Center and Zhejiang Zhongjian Technology Co Ltd, together with related organizations, jointly initiated the establishment of the "Yangtze River Delta Embodied Intelligence Industry Consortium." By fostering an innovation ecosystem characterized by "government guidance + chain leader drive + market-oriented operation," and through the creation of shared resource pools for technology projects, high-end talent, and application scenarios, the consortium will promote cross-regional collaborative innovation. The inaugural core members include the Yangtze River Delta Intelligent Manufacturing Industry Promotion Center, Zhongjian Technology, Dongjie Intelligent Control, BOE, Jiangsu Leili, Zhejiang Rongtai, Fourier Intelligence, Zhongda Leader, Ampron, Headman, Fulai New Material, HAOMEI, Haozhi, and Baomax.

China Mobile Communications Group Shanghai Co Ltd, in collaboration with relevant institutions, established the "Intelligent Manufacturing Supply-Side Alliance and Intelligent Manufacturing Supply-Demand Matching Platform." The alliance will be based in Shanghai while radiating its influence nationwide, integrating resources from local enterprises, universities, research institutes, and service providers to form an ecological closed loop for technological breakthroughs, solution implementation, and replication, thereby enhancing the overall level of intelligent manufacturing in the region. The alliance was launched jointly by China Mobile Shanghai, Shanghai Electric Group, Haisum, Shanghai Electric Research Institute, Shanghai Intelligent Manufacturing Industry Association, Turin Robotics, Shanghai Artificial Intelligence Research Institute, Kupasai, JAKA, INESA, Rockwell Automation, Gallop, and others.

During the keynote speech session, Shen Hengtao, foreign fellow of the Academia Europaea and dean of the School of Computer Science and Technology at Tongji University, pointed out that the success of large models in the digital world does not equate to value in the physical world. The blind spot in the digital world lies in the lack of spatial intelligence. To bridge the digital and physical worlds, it is essential to develop world models that achieve closed-loop intelligence from perception and cognition to decision-making and execution.

Focusing on the theme of "Scenario Implementation," Bao Jialong, CEO of Zhejiang Zhongjian Technology, highlighted that China possesses advantages in this round of industrial transformation, such as an engineering talent dividend, modular integration, and rapid commercialization. He emphasized that Chinese manufacturing is undergoing a historic leap from "manufacturing" to "intelligent manufacturing." Zhou Bin, vice president of Fourier Intelligence, discussed the practices and challenges of embodied intelligence in industrial scenarios, saying that embodied intelligence is not only an inevitable trend in technological development but also a crucial force driving societal intelligent transformation. It will ignite a new wave of technological revolution globally and inject strong momentum into high-quality development worldwide. Zhang Zhi, executive vice president of China Haisum Engineering, shared experiences in applying intelligent manufacturing to embodied intelligence.

Under the theme "Technology-Driven," Stefania Ferro, global strategic market & solutions vice president of COMAU S.p.A. from Italy, shared insights and practical solutions regarding the construction of global smart factories and the implementation of cross-regional innovation projects. Hua Rongwei, president of Jiangsu Leili Motor Co Ltd, discussed the core applications of precision motors in embodied intelligent equipment, providing references for innovation in key upstream components of the industry chain. Li Shiqiang, product director of China Mobile Shanghai Industrial Research Institute, delivered a keynote speech titled "AI as a New Engine for Empowering New Industrialization," sharing benchmark cases of China Mobile's "AI+" initiatives in empowering high-end industries.

The conference also featured a "Face-to-Face with District Leaders" enterprise forum and two specialized supply-demand matchmaking sessions, aiming to provide precise services and overcome the "last mile" challenges in industrial development. Zhang and Liu were present during the "Face-to-Face with District Leaders" session. Tang Wenkan, deputy director of the Shanghai Commission of Economy and Informatization, proposed further efforts in three areas: efficient alignment of policy resources, personalized support for project implementation, and comprehensive services for project advancement. He sincerely welcomed domestic and international enterprises to invest and do business in Shanghai, sharing in the dividends of development. Executives from 14 companies across the Yangtze River Delta and overseas engaged in direct communication with district leaders on issues such as "bottlenecks in scenario implementation," "policy support needs," and "gaps in industrial chain collaboration," with multiple concerns addressed on the spot.

Two closed-door exchange sessions focused on embodied intelligence robotics and "AI+Manufacturing," respectively. Representatives from over 30 leading enterprises in the industry gathered for in-depth discussions and practical negotiations on supply-demand intentions, with some companies reaching preliminary cooperation agreements. The model of "large conference exchanges + small meeting matchmaking" effectively promoted collaboration across the industry chain.

Deputy District Director Zhao Yongzun also attended the conference. The event was guided by the Shanghai Commission of Economy and Informatization, the Administrative Committee of the Hongqiao International Central Business District, the People's Government of Changning District Shanghai, and the Organizing Committee of the China International Industrial Expo. It was hosted by the Shanghai Investment Promotion Service Center and the Shanghai Changning District Investment Promotion Office, and co-organized by the Shanghai Yangtze River Delta Intelligent Manufacturing Industry Promotion Center, China Haisum Engineering Co Ltd, and China Mobile Communications Group Shanghai Co Ltd. The conference brought together approximately 300 participants, including enterprise representatives, experts, scholars, research institutions, and industry organizations.

The successful hosting of the conference marks the entry of the Yangtze River Delta embodied intelligence industry into a new phase of collaborative efforts and scenario breakthroughs. In the future, with the sustained efforts of platforms such as the industry consortium and service alliances, Changning is poised to develop unique advantages in technology leadership, industrial agglomeration, and ecosystem maturity in the field of embodied intelligence, providing the "Changning Solution" for high-quality development in high-end industries and embodied intelligence across the Yangtze River Delta and the whole country.
