On the afternoon of October 15, the inaugural session of the "100 Sessions, 10,000 Enterprises" national tour for specialized and innovative SMEs, along with a low-altitude economy integration and matchmaking event, was held in Changning District. The event was attended by Weng Qiwen, director of the China Center for Promotion of SME Development; Liu Ping, deputy Party secretary and district director of Changning; and Qiu Wei, chief engineer of the Shanghai Commission of Economy and Information Technology.

The launch ceremony for the "100 Sessions, 10,000 Enterprises" Shanghai tour was held during the event. The series aims to establish a national-level matchmaking platform to effectively promote resource integration and collaborative innovation, facilitate the integration of more specialized and innovative "little giant" enterprises into industrial chains, truly achieve a synergistic development pattern of "large enterprises supporting small ones and small ones promoting large ones," and provide strong support for building a modern industrial system.

In his address, Liu stated that Changning, as the core carrier for Shanghai's low-altitude economy industry development and the only central urban area of Shanghai within the Hongqiao International Open Hub, has been explicitly positioned in the city's layout as a low-altitude economy headquarters cluster. Since last year, Changning has innovatively implemented a differentiated development path characterized by "high-low altitude coordination, software-hardware coordination, digital empowerment, and platform empowerment." Moving forward, the district will leverage its locational advantages to build a "new energy level" for the hub; focus on innovation breakthroughs to pioneer a "new paradigm" for development; and deepen enterprise cultivation to foster a "new ecosystem." 

To strengthen the integration of industry and finance and accelerate the virtuous cycle of "technology-industry-finance," the Shanghai Commission of Economy and Information Technology signed a strategic cooperation agreement with the Industrial and Commercial Bank of China (ICBC) Shanghai Branch.

The event featured thematic sharing and policy interpretation sessions. University experts shared cutting-edge trends and challenges in the low-altitude economy; the Shanghai Stock Exchange detailed the latest "1+6" policy for the Sci-Tech Innovation Board; and Changning District introduced its regional low-altitude economy industrial development and global market services, highlighting the strategic advantages of the Hongqiao International Open Hub. During the integration and matchmaking session, leading enterprises such as Shanghai Low-Altitude Economy Industrial Development Co Ltd, Shanghai Volant Aerotech Co Ltd, and Shanghai Vertaxi Aviation Technology Co Ltd, collectively released specific application scenarios and technical procurement cooperation needs. Five "little giant" enterprise representatives from across the country delivered excellent roadshow presentations, actively responding to the demands of the enterprises.

Other attendees included Yuan Guohua, chairman of Shanghai State-owned Capital Investment Co Ltd; An Hui, chief account manager of the Corporate Banking Department at ICBC Head Office; and Wang Rui, vice president of ICBC Shanghai Branch.

The event was hosted by the China Center for Promotion of SME Development and the Shanghai Commission of Economy and Information Technology, and organized by the Changning District People's Government, ICBC Shanghai Branch, and other units.

Prior to the event, participants conducted a field visit to the Hongqiao International Low-Altitude Economy Industrial Park. Through precise demand matching and in-depth on-site negotiations, several enterprises and anchor units reached preliminary cooperation intentions in areas such as core components, flight control systems, and new materials.

In recent years, guided by the principles of "high-low altitude coordination, software-hardware coordination, digital empowerment, and platform empowerment," and focusing on "enhancing its image, functionality, efficiency, and influence," Changning has fully leveraged its advantages in gathering aviation elements like based airlines and aviation enterprises, as well as functional elements like airworthiness certification, airspace management, and flight services. Since 2024, Changning has completed investments in Shanghai's low-altitude economy platform company, took the lead citywide in inaugurating the Hongqiao International Low-Altitude Economy Industrial Park, and actively pursued the establishment of key functional platforms like the Shanghai Low-Altitude Economy Reception Center in Changning. Simultaneously, Changning, together with the Shanghai Commission of Economy and Information Technology and Shanghai Jiao Tong University, jointly released the Low-Altitude Economy Industry-University-Research Collaborative Innovation Incubation Plan, building a high-quality, cross-integration platform for the development of the low-altitude economy industry, continuously promoting the extension of the aviation industry from high altitude to low altitude, and innovatively leading the gathering of low-altitude headquarters.

Changning continues to strengthen the full-chain, gradient cultivation of specialized and innovative SMEs, supporting their transition from small to medium-sized, from medium-sized to strong, from strong to share-holding, and from share-holding to listed. Currently, the district hosts 427 innovative enterprises and 214 specialized and innovative SMEs, 13 of which are national-level specialized and innovative "little giant" enterprises. Changning District's industrial internet platform cluster was recently listed as a national-level characteristic cluster for SMEs.
