On October 30, the "2025 China Brand Globalization and Growth Conference & Achievement Release of the Hongqiao Enterprise Overseas Headquarters Cluster" was held at Hongqiao Sports Park in Changning District, exploring new pathways for Chinese brands going global and highlighting key outcomes of Changning's efforts to support corporate internationalization.

At the conference, the Shanghai Hongqiao International Central Business District and Changning District jointly released the "Action Plan for Accelerating the Construction of the Hongqiao Enterprise Overseas Headquarters Cluster," marking the official launch of a functional zone centered on serving enterprises' global expansion. This zone integrates strategic planning, policy support, ecosystem development, and resource coordination, representing a critical institutionalized and systematic step forward in empowering Hongqiao enterprises for global development.

The Hongqiao Professional Service Alliance for Enterprise Globalization was officially established. Centered on "government services + market-driven professional expertise," it launched a "10+10" service matrix to form a "15-minute globalization service circle," providing comprehensive support for enterprises expanding abroad.

The Shanghai Municipal Commission of Commerce, the Administrative Committee of the Shanghai Hongqiao International Central Business District, and the Changning District Government presented the "Hongqiao Enterprise Globalization Service Kit" to six representative enterprises. This initiative encourages professional service institutions to provide specialized support for globalizing enterprises, leveraging Hongqiao's layout overseas to enhance international service capabilities.
To fully integrate into major national strategies like the Yangtze River Delta integration and the Hongqiao International Open Hub, and to actively serve Shanghai's broader goal of building "Five Centers," Changning has proposed accelerating the development of the Hongqiao Enterprise Overseas Headquarters Cluster as an influential and radiating hub domestically and globally. Focusing on corporate globalization needs in the new context, it will integrate resources from government departments, industry associations, and professional institutions, equally emphasizing "attracting inbound investment" and "supporting outbound expansion." The district aims to build a service ecosystem that "attracts talent, gathers enterprises, and connects the globe," creating a key nexus for domestic and international dual circulation, a "one-stop" bridgehead for enterprises going global, and a new highland for clustered headquarters economic development. This will help enterprises enhance their global resource allocation capabilities and risk resilience.

Moving forward, Changning will construct a "model" headquarters hosting area, create a "15-minute globalization service circle," attract high-level corporate overseas headquarters, and build a full-chain policy highland, promoting the "Best Hongqiao" global expansion brand. Enterprises are warmly welcomed to participate in building the Hongqiao Enterprise Overseas Headquarters Cluster, invest in Hongqiao, establish a presence in Changning, seize global opportunities, and jointly create a brighter future.

The conference invited several authoritative experts and industry leaders to share forward-looking insights. Long Yongtu, former chief negotiator for China's accession to the WTO, delivered a keynote speech on the first day, analyzing the current domestic and international landscape and pathways for Chinese enterprises expanding abroad. Sun Maosong, a professor from Tsinghua University, discussed challenges and opportunities brought by new AI technologies, offering inspiration to the audience.
Multiple parallel forums were held, covering themes such as global economic trends, overseas expansion models, brand growth, and industry expansion. Notable economists like Xue Zhaofeng and business consultant Liu Run, among other guests, delivered speeches on respective forum topics, assisting enterprises in grasping global market dynamics. Simultaneously, an online European buyer procurement matchmaking and brand launch session provided a targeted platform for participating enterprises to explore business cooperation.

In thematic sessions, guest speaker Tang Hongxia elaborated on key elements for globalizing enterprises in worldwide operations with her presentation "Unlocking the Dual Value of Buyer Trust and Capital Efficiency." Hou Ye, East China general manager of Alibaba.com, in his talk "A New Paradigm for Going Global in the AI Era," introduced how Alibaba.com, as the world's largest B2B cross-border platform, uses AI applications to significantly lower barriers for overseas buyers and sellers, helping SMEs expand abroad easily.
The conference also featured AI interactive experiences, showcase sessions for benchmark enterprises, and overseas business salons, offering practical advice and resource networking opportunities for companies.
The event was attended by Luo Zhisong, chief economist of the Shanghai Municipal Commission of Commerce; Yang Xubo, deputy director of the Administrative Committee of the Shanghai Hongqiao International Central Business District; and Zhao Yongzun, deputy director of the Changning District People's Government.
