On the afternoon of December 10, the Shanghai Customs Technical Center landed in Hongqiao and the “CIIE 365” Enablement Exchange Forum was held at the Shanghai IBP International Conference Center.

Themed "Intelligent Inspection in Hongqiao, Service Chain for the World," the forum aimed to promote the deep integration of national-level customs technical resources with the strategic positioning of the Hongqiao Business District, providing solid technical support for upgrading regional trade facilitation and the regular services under the "CIIE 365" initiative.

At the forum, the Administrative Committee of the Hongqiao Business District announced the official launch and operation of the core functions of the Shanghai Customs Technical Center within the district. An integrated service point will be established in the core area of the Changning-Hongqiao Corporate Global Headquarters Cluster Zone. This move is a key initiative to deepen the linkage innovation of the Pilot Free Trade Zone and inject new momentum into the institutional opening-up of "Greater Hongqiao." It will leverage the technical authority and advantages of the Shanghai Customs Technical Center in the inspection and testing field, significantly enhance trade predictability, reduce institutional transaction costs, and provide enterprises with one-stop professional technical services "at their doorstep." Combined with the existing strengths of the Changning-Hongqiao Corporate Global Headquarters Cluster Zone, it will optimize cross-border data service capabilities, amplify the spillover effects of the China International Import Expo (CIIE), jointly build an efficient and synergistic international trade service ecosystem, and provide new support for facilitating the dual circulation and optimizing the "CIIE 365" function.

During the forum, the Consumer Goods Committee of the General Administration of Customs delivered a keynote speech on "Institutional Opening-Up Boosting TIC Development Amid Profound Adjustments in Global Trade Patterns," providing a macro-level analysis of current trade trends and development opportunities in the inspection, testing, and certification industry. The China Customs Brokers Association conducted a practical session on "Overview of Consumer Goods Clearance Under the New Situation," systematically outlining key stages and compliance points in the entire process of consumer goods import. In the specialized training segment, the Shanghai Customs Technical Center presented cutting-edge and practical content, offering guidance on widely concerned and challenging issues for enterprises, such as commodity classification practices, functional and physicochemical testing of food and health products, cosmetic ingredient and Chinese label regulations, dangerous goods testing, new standards for toys and other infant-consumer products, and market access requirements for electromechanical products, to support compliant and efficient operations.

The forum also focused on digital intelligence empowering trade innovation, addressing core pain points faced by global enterprises, including compliance, timeliness, and cost control, and showcased practical applications of digital intelligence platforms, logistics services, and intelligent classification. Shanghai Sinolines Logistics Technology Co., Ltd. introduced the "E-Jianda" digital intelligent inspection service platform; Sinotrans Container Lines Co., Ltd. shared details on shipping services; the Shanghai Hongqiao Trade Digitalization Promotion Center demonstrated the application of "Digital Intelligence-Driven Intelligent Classification" technology; and SIPG Logistics Co., Ltd. explored pathways for expanding new momentum in port logistics.

This year, Changning, anchored to the goal of becoming the "Best Hongqiao," is accelerating the development of the influential and radiating Changning-Hongqiao Corporate Global Headquarters Cluster Zone, both domestically and globally, to help enterprises enhance their international competitiveness in the global industrial and supply chain layout. It is actively building the Shanghai Comprehensive Service Platform for Enterprises to Go Global  (Changning Branch), which integrates government services and professional market services, operates through an online-offline integrated model, and provides one-stop, full-chain services for enterprises expanding globally. In the future, all parties will collaborate to continuously amplify the spillover effects of the CIIE, further polish the "Hongqiao Service" golden brand, and jointly build "Greater Hongqiao" into a new highland for cross-border trade.

Xia Xinsheng, vice commissioner and first-level inspector of Shanghai Customs; Qian Guohui, deputy director of the Administrative Committee of the Hongqiao Business District; and Zhao Yongzun, deputy director of Changning District, attended and delivered speeches. The forum was guided by the Municipal Commerce Commission, Shanghai Customs, the Administrative Committee of the Hongqiao Business District, and the Changning District Government, and organized by the District Commerce Commission and the Shanghai Customs Technical Center. It attracted over a hundred representatives from government, enterprise, and research sectors.
