On May 8, the 2026 “Fashionable Life • Charming Changning” – the 7th Changning District Double Five Shopping Festival – kicked off at Archwalk Mall. The opening ceremony was guided by the Municipal Commerce Commission and the District Government, and hosted by the District Commerce Commission. Li Hong, first‑level inspector of the Municipal Commerce Commission, and Liu Ping, deputy secretary of the CPC Changning District Committee and district director, attended the event.

The 7th Changning District Double Five Shopping Festival features three thematic highlights: promoting “industry‑commerce integration” to highlight the district’s distinctive strengths; fostering “diverse integration” to create new market highlights; and developing “new scenarios, new formats, and new models” to write a new chapter in consumption. This year’s festival adopts a “1+3+6+N” framework, including one opening ceremony, three key consumption promotion projects, six integrated events spanning culture, commerce, tourism, sports, exhibitions, and green spaces, and numerous business district promotions. By leveraging the integrated advantages of “culture, commerce, tourism, sports, exhibitions, and green spaces” and adopting a dual‑driver approach of “events + policies,” the festival amplifies the multiplier effects of iconic landmark events and policy incentives, aiming to create new spaces and scenarios, achieve new growth and breakthroughs, and vigorously unleash consumption potential.


Guochao consumption vouchers precisely benefit citizens

At the ceremony, the 2026 “Love Shopping in Changning” Guochao consumption voucher initiative was unveiled. As a core citizen‑benefit measure, Changning District collaborates with key commercial venues and trading entities to combine government vouchers with corporate matching discounts, creating a multi‑party, widely beneficial consumption promotion pattern.

The vouchers focus on two areas – “trendy brands” and “everyday dining” – offering 30% discounts across six tiers to cover different consumption needs:  

Guochao category: “Spend 300 get 90 off,” “Spend 500 get 150 off,” “Spend 1,000 get 300 off,” supporting local brands and trendy new products.  

Dining category: “Spend 50 get 15 off,” “Spend 100 get 30 off,” “Spend 500 get 150 off,” covering time‑honored brands, global cuisines, and casual dining.

The vouchers will be distributed in four rounds from May 29 to June 25, covering hundreds of quality merchants. Brands will simultaneously offer exclusive member benefits and stackable discounts, creating double savings on top of government vouchers, truly enhancing citizens’ sense of consumption gain.


Deep integration of culture, commerce, tourism, sports, exhibitions, and green spaces

Changning District continues to deepen the integration of culture, commerce, tourism, sports, exhibitions, and green spaces. In boosting consumption, the district emphasizes multi‑party resource empowerment and integrated development for win‑win results. A special video was played at the ceremony, showcasing highlights of exciting shopping experiences. Since the beginning of 2026, key projects and activities in Changning across culture, commerce, tourism, sports, exhibitions, and green spaces have become more deeply interconnected, creating an immersive experience where “scenes can be found everywhere, and consumption can happen anytime.” During the May Day golden week, both municipal‑level business districts achieved double‑digit sales growth.


Distinctive business districts power consumption upgrades

A preview of Changning’s new consumption scenarios for 2026 was released at the ceremony. Representatives from four key business districts, drawing on their respective resource endowments and development positioning, shared plans for new consumption formats, models, and scenarios. By promoting differentiated, high‑quality development of its four core business districts, Changning is empowering commercial upgrades with new formats and models, fully activating regional consumption vitality and injecting sustained momentum into Shanghai’s shopping brand.

Zhongshan Park Business District will accelerate the development of Cloud Nine as a 3A‑level scenic business district, integrating the riverside of East China University of Political Science and Law, Suzhou Creek pathways, and Zhongshan Park’s ecology with the commercial environment to create a benchmark “commerce + park + tourism” destination.

Hongqiao‑Gubei Business District will focus on Crystal Bridge’s night‑time economy. Leveraging its international strengths, the district will introduce upscale dining, trendy bars, cultural performances, and cross‑border experiences, building an international nighttime consumption hub integrating “dining, travel, shopping, entertainment, and exhibitions.”

Linkong Business District promoted the Hongqiao Airport Commercial Plaza project. Capitalizing on the Hongqiao International Open Hub’s location advantages, it will focus on duty‑free shopping, cross‑border e‑commerce, and business services, creating a premium consumption destination serving airport passengers and the Yangtze River Delta region.

Xinhua Business District will deepen its “happiness economy” consumption synergy, releasing the “Changning Happiness Passport.” It will explore the cultural heritage of Xinhua Community, linking historic blocks such as Panyu Road and Xinhua Road to build a “15‑minute happy living circle” consumption model, making consumption closer to daily life and warmer.

On the same day, a “Quality Life” themed market opened, featuring four major sections: tea drinks and food, trendy retail products, lifestyle services, and public welfare. Dozens of well‑known brands such as Bel, Calbee, Uni-President, and Aibaojian appeared, while trendy products like Jun Xiao Bai toothpaste and Dr. Morita cosmetics attracted a steady stream of consumers.

From May to June, the Changning District Double Five Shopping Festival will continue with three key consumption promotion projects, with more business district events on the way. Riding the wave of consumption, Changning District will always take into account the bigger picture of building Shanghai into an international consumption center city. It will continue to deepen the integration of culture, commerce, tourism, sports, exhibitions, and green spaces, continuously optimize the consumption environment, improve consumption quality, and stimulate consumption vitality. At the same time, it will lead industrial upgrading with consumption upgrades, drive urban prosperity through commercial vitality, and contribute Changning’s solid strength to Shanghai’s accelerated construction of a globally influential international consumption center city.
