Changning District hosted an overseas‑focused special session of its "Best Hongqiao" International Business Roundtable on the afternoon of August 25. Government‑enterprise dialogues and in‑depth exchanges were carried out to seize global‑expansion opportunities, tackle bottleneck issues and deliver better support for local enterprises "going global." Liu Ping, deputy Party secretary and governor of Changning District, attended the event and delivered a speech.

Representatives from multiple companies including Chicjoc, CAC International, One Touch, CFA, SinoClick, Furbulous and Talent took part in the meeting. They shared updates on their overseas‑expansion progress, future development plans as well as existing difficulties and challenges, and put forward targeted suggestions. Liu listened closely and held in‑depth discussions with the enterprise delegates.

Liu thanked local businesses for their long‑standing contributions to Changning's economic and social growth. He pointed out that Changning is the only downtown district within Shanghai's section of the Hongqiao International Open Hub. Boasting comprehensive strengths in geographic location, industrial foundation, urban environment and opening‑up level, Changning features the distinct positioning of "Rooted in Hongqiao, Internationally oriented, Digital‑intelligent and High‑quality." The district possesses solid foundations, service systems and policy dividends to support enterprises' global expansion. It has set a clear goal of building a headquarters cluster for Hongqiao‑based outbound‑going enterprises. Together with the Hongqiao Central Business District, Changning has rolled out and pushed forward a three‑year action plan, turning development visions into concrete roadmaps and tangible outcomes. The district will strive to act as a reliable escort, fuel station and preferred launch pad for enterprises venturing into overseas markets.

Liu noted that Changning has achieved phased results in supporting businesses' global expansion over recent years. Its "15‑minute Overseas Service Circle" integrates government, social and professional services. Breakthroughs have been made in new‑expansion models covering brand globalization, block‑level international outreach and industrial overseas deployment. A large number of high‑quality headquarters, platform‑based and innovative firms, alongside professional‑service providers, have expanded into overseas markets and operated global‑scale businesses.Moving forward, Changning will prioritize supporting enterprises "going global" as a key measure to further integrate into the broader Hongqiao development strategy and drive industrial transformation and upgrading. Leveraging its strengths in international resource aggregation and cross‑border cooperation, the district will precisely match corporate demands and supply world‑class one‑stop overseas services covering legal affairs, customs clearance, taxation, finance, foreign‑related affairs and intellectual property rights. Changning will continue to attract and cultivate outbound headquarters and supporting upstream‑and‑downstream enterprises to improve the full‑fledged global‑expansion ecosystem. It aims to build itself into the primary service hub for Yangtze River Delta enterprises going global, serve as the eastern growth engine of the Greater Hongqiao area and strengthen its role as the western gateway of Shanghai. The district will forge ahead toward becoming a powerhouse for digital‑intelligent economy, an open‑integrated hub, a high‑quality residential destination and a vibrant hub for innovation and entrepreneurship.

Officials from Shanghai Exhibition Center Customs, Shanghai Customs Technology Center, together with Changning District General Office, District Government Research Office, Foreign Affairs Office, Development and Reform Commission, Commerce Commission, Administration for Market Regulation, Bureau of Justice, Taxation Bureau, Talent Affairs Bureau, Investment Promotion Office and East‑Hongqiao Development Office attended the meeting and responded on‑site to requests raised by participating enterprises.
