On September 12, Changning District launched the 7th 3E (Employment, Entrepreneurship and Enterprise) International Fair themed "Talent Gathers in Hongqiao, Innovation Drives District Development," with AI empowerment as its core focus.

Aligned with Shanghai's "AI-Plus" initiative and Changning's goal of building a leading digital‑intelligence economy district, the event rolled out multiple initiatives, including the launch of the Hongqiao HaiChuang Bay Shanghai Silicon Alley Innovation and Entrepreneurship Platform, the the Hongqiao International Talent Go-Global Empowerment Workshop, and an employment empowerment workshop and job fair. These efforts build a comprehensive service platform for cross‑border talent exchange and help foster an international sci-tech talent ecosystem for the Hongqiao International Open Hub.

The newly launched Hongqiao HaiChuang Bay Shanghai Silicon Alley Innovation and Entrepreneurship Platform is a new-type innovation and entrepreneurship hub for domestic and overseas talent. It offers office space, project incubation, policy support, industry matching and settlement services. Its launch marks another step for Hongqiao Sub-district in upgrading international talent services and cultivating an attractive talent environment.

The entrepreneurship‑empowerment workshop is a regular component of the annual "Three Industries" event. The second-phase Hongqiao International Talent Go-Global Empowerment Workshop kicked off at this year's gathering. The first-phase workshop drew young talents from nearly 20 countries and regions with courses covering startup positioning, cross cultural collaboration, AI-driven entrepreneurship and pitch presentation skills. The new phase focuses on outbound entrepreneurship capacity building, providing learning and resource matching channels for entrepreneurs aiming to expand into overseas markets.

A "Neighbor‑Assistance" public service consultation session was also held on‑site. More than 10 institutions, including the Exit‑Entry Division of Changning Public Security Bureau, the Hongqiao One‑Stop Service Center for Overseas Talents, Shanghai Eye Disease Prevention and Treatment Center and local international schools, delivered one-on-one consultations for Chinese and foreign residents. Changning District Commerce Commission briefed attendees on the development of the Hongqiao Outbound Enterprise Headquarters Cluster. Changning District Tax Bureau shared information on tax incentives, mobile‑app tax filing and tax‑settlement risk prevention.

A job fair brought together over 20 key local and foreign enterprises, including Spring Airlines, KDlink Technology Co, Michelin China and Bosch China. The employers offered about 400 positions for domestic and overseas talent, with simulated interview scenarios.

Launched in 2020, the "Three Industries" International Exchange Event has run for six consecutive editions. To date, it has drawn more than 350 enterprises and nearly 6,000 domestic and overseas participants.

"The event acts as a bridge connecting global resources, attracting talent worldwide and supporting innovation and entrepreneurship," a Hongqiao Sub-district official said. Going forward, the sub‑district will remain open to global talent, further improve talent service ecosystems, serve both local and international career development needs, and deepen talent-driven regional growth to contribute to Shanghai's five-center development and modernization drive.

Fu Jihong, Vice President of the Shanghai People's Association for Friendship with Foreign Countries, and Ma Shiwei, Deputy Governor of Changning District, attended the event.
