Changning is one of the downtown districts with leading comprehensive strength and the most balanced development in Shanghai. It governs nine communities and one town, covering an area of 37.19 square kilometers and a permanent population of 694,000.
In 2019, with the integrated development of the Yangtze River Delta region becoming a national strategy, Xinjing Town and Chengjiaqiao Community will be incorporated into Hongqiao International Central Business District, and the Changning part (including Shanghai Hongqiao Linkong Economic Demonstration Zone) in the international central business district will be expanded to 19.9 square kilometers for overall coordinated development.
Specifically, Changning is with obvious location advantages. Changning is the only downtown district within the scope of Hongqiao International Opening-up Hub in Shanghai.
The district is adjacent to Hongqiao comprehensive transportation hub and with two subway lines pass through. It is connected to the Outer Ring in the west and the Middle Ring in the east and sits at the starting point of the Beiheng Passage.
Changning is also one of the most convenient areas to go across the country, run through the Yangtze River Delta region and enter the downtown area of Shanghai.
As the nearest downtown district of Shanghai connecting Yangtze River Delta region, Changning is always strengthening the role of “bridgehead,” and fully relies on the central node advantages of internal development of Shanghai as a center of radiation and external cooperation with the Yangtze River Delta region.
It further integrates the flow of people, logistics, information and capital, turning passengers into customers and transport into output.
Changning is with excellent business environment. The district continues to promote characteristic reforms in eight aspects this year. It initiated reforms such as “one license with multiple addresses,” “one certificate with multiple addresses,” “a collaborative mechanism for cross-regional monitoring and supervision of the online market,” the “separation of inspection and customs clearance and zero wait-state,” which were praised by the State Council.
At the same time, Changning established Great Hongqiao Business Service Center and Hongqiao International Trade Service Center to provide high-quality business services for enterprises in the Yangtze River Delta region.
It also set up Great Hongqiao Sino-Japan Enterprises Exchange and Development Alliance to promote Sino Japanese economic exchanges.
Changning provides efficient talent service. It inspires the vitality of innovative talent and creates the first stop for overseas talent to start their business.
Changning takes the lead in Shanghai in implementing the “four in one” overseas talent policy for overseas returnees to apply for permanent residency, start businesses, and for overseas talent to apply for residence permit and join Pujiang Talent Program.
Changning also actively integrates into the construction of Hongqiao International Business Talent Harbor. The Hongqiao One-Stop Service Center of Overseas Talents it opened has become a comprehensive service complex for overseas talent with the most complete functions and the highest efficiency in China.
The center has 20 counters, offering 17 services, including issuing work permit for overseas talent in 46 minutes, granting permanent residence for overseas returnees in six working days. The center has established the process of “one-stop, same one in charge, one submission and one-integrated service platform.”
Changning takes the lead and demonstration of industry city integration. It promotes the integrated development of industry and city in all aspects, and creates an international community of excellence with a high-quality life.
Changning improves work-life balance. During the 14th Five-Year Plan period (2021-2025), nearly 6,000 talent apartments will be built in Changning to provide a supporting environment suitable for businesses, living and work for all kinds of talent who are willing to settle in the Great Hongqiao.
Changning improves public services. It cooperates with Fudan University, East China Normal University and other universities to run schools, and create the first “national compulsory education high-quality and balanced development zone” in Shanghai.
There are Yew Chung International School of Shanghai, Shanghai Livingston American School and other well-known international schools in the district.
Changning also actively promotes the construction of Shanghai Institute of Aeronautical Medicine and improves the medical service level of Shanghai Tongren Hospital and Shanghai Guanghua Hospital of Integrated Traditional Chinese and Western Medicine.
Changning has established an open and slow-traffic ecological network, realizing the connection of 11.2km of Changning section of the Suzhou Creek, and built a number of distinctive slow-traffic footpaths featuring 10 scenic spots, such as the waterfront of the Changning campus of the East China University of Political Science and Law.
Changning is of profound cultural heritage. The district has four historic and cultural preservation zones in Shanghai, 72 cultural relic protection units and more than 900 garden houses with a history of 100 years.
An important part of modern Shanghai style culture, Changning is home to a large number of cultural institutions such as Shanghai Dance School, Shanghai Ballet and Shanghai Chinese Orchestra.
A number of heavyweight cultural venues such as Shanghai International Dance Center, Liu Haisu Art Museum and Cheng Shifa Art Gallery have been built one after another.
Changning features a high degree of internationalization. It owns the century-old Hongqiao International Airport and Hongqiao Road. It is the birthplace of “Hongqiao brand” and an important window of Shanghai’s reform and opening-up.
The regional overseas population accounts for about one fifth of the total overseas population in Shanghai. There are 26 consulates in Shanghai and more than 200 diplomats’ residences, accounting for one third and half of the total in Shanghai respectively.
The district has gathered more than 7,000 foreign-funded enterprises, more than 700 representative offices of foreign-funded enterprises, more than 70 regional headquarters of multinational corporations and 46 leading forms in industry.
Changning is with strong comprehensive strength. Powered by the national strategy of Hongqiao International Opening-up Hub, the regional economy of Changning has been improving since the beginning of the year. The regional GDP has increased by 16.1 percent year on year, ranking first among all the downtown districts and second in the whole city.
Led by the digital economy, leading Internet enterprises such as Ctrip and PDD underwent a sustained development. The annual transaction volume of e-commerce in the district accounts for one third of the city and the output value of Internet economy accounts for one-quarter of the city.
Changning is where airport economy agglomerates. On the basis of the Hongqiao Linkong Economic Demonstration Zone, Changning has built a global aviation enterprise headquarters base and high-end airport service industry agglomeration area, gathering more than 60 percent of the airlines’ Shanghai headquarters, and has introduced 165 aviation service enterprises in total.
The headquarters economy in Changning is developed. The district gathers nearly 120 well-known enterprise headquarters at home and abroad, such as Unilever, Synnex Technology International, Bosch, Johnson Controls, Eaton, iFLYTEK and so on.
Changning refines urban management. Focusing on building a beautiful home, Changning will strengthen the transformation of old apartments with shared kitchen and bathroom.
It plans to complete the transformation of old apartments with shared kitchen and bathroom in the whole district this year, and roll out the construction of high-quality residential areas of no less than 1 million square meters every year.
Changning takes the lead in carrying out garbage sorting and reduction in the city, and become the first garbage soring demonstration area in the city.
In combination with the construction of beautiful community, Changning will promote the regulation of burying overhead cables underground and the adoption of integrated poles. It ranks first for the job in the city.
At present, Changning District firmly seizes the strategic opportunity, gives full play to the comprehensive advantages of the only downtown district included in the Hongqiao International Opening-up Hub, takes high-spirited attitude of “renewed development and entrepreneurship,” focuses on the improvement of “four tasks” around the three core functions of “large transportation, large business and large exhibition,” and strives to make new and greater contributions to building a strong and active growth pole of Shanghai’s economic development.
