Friendly Relations with Hirakata, Japan
In 1987, the Friendly Relations Agreement was inked in Hirakata of Osaka, Japan. From 2002 to 2007, Changning District sent 73 delegates in 9 batches to Hirakata for friendly visits while Hirakata dispatched 136 people in 13 batches to the District for return visits.
Friendly Relations with Umbertide, Italia
On March 9, 2002, Gianfranco Becchetti, Mayor of Umbertide, and Pan Jiesheng, the then Deputy Head of Changning District, signed the “Agreement on Friendly Relations between Changning District, Shanghai, P.R.C. and Umbertide, Italia” in Changning, Shanghai.
In March 2002, an 8-member delegation headed by Mayor Gianfranco Becchetti made a friendly visit to Changning. October of the same year saw a 6-member delegation headed by Deputy Head Ying Mingyong on a friendly visit to Umbertide.
Friendly Relations with Admiralty District of Saint Petersburg, Russia
On November 20, 2002, Younes Lucmanov, Head of Admiralty District of Saint Petersburg and Xue Chao, then Head of Changning District, signed, in Changning, Shanghai, the “Intent on Friendly Relations between Changning District, Shanghai, P.R.C. and Admiralty District of Saint Petersburg, Russia”.
In June 2002, a 5-member delegation led by Chen Jianxing, Standing Member of the Changning District Committee and Director of the Organization Department, visited Admiralty District of Saint Petersburg. During the visit, Head of the Admiralty District expressed many times wishes to develop friendly exchanges with Changning District. At the invitation of Xue Chao, Head of Changning District, a 7-member delegation led by Younes Lucmanov paid a visit to Changning District in November 2002.
In August 2004, a 6-member Cultural Research Team led by Liu Yaqin, Chairman of Changning District People’s Congress went on a friendly visit to Admiralty District of Saint Petersburg, Russia.
In August 2005, a 7-member delegation led by Xue Chao, Party Secretary of Changning District, paid a friendly visit to Admiralty District of Saint Petersburg, Russia.
In November 2007, a 5-member delegation led by Zhang Liancheng, Vice Chairman of the Chinese People's Political Consultative Conference of Changning District, visited Saint Petersburg, Russia.
Friendly Relations with Sopot, Poland
On August 5, 2005, Party Secretary of Changning District Xue Chao and Sopot Mayor Jacek Karnowski signed, in Sopot, Poland, the “Preliminary Agreement between Changning District, Shanghai, P. R. C. and Sopot, the Republic of Poland”.
In 2002, the Poland Fryderyk Chopin Foundation and the Polish-Chinese Friendship Association and some other organizations contacted Changning District Cultural Bureau, planning to gift-donate a bronze statue of Chopin to Changning Zhongshan Park..
In December 2004, a 6-member delegation led by Governor of Pomorskie Province Kozlowski paid an official call on the Shanghai Changning District People’s Government.
In April 2005, a 3-member delegation headed by Chairman Zdzislaw Goralczyk of the Polish-Chinese Friendship Association visited Changning to further confirm the planned donation of the bronze statue of Chopin. In August 2005, a 7-member delegation headed by Xue Chao Party Secretary of the Changning District Committee made a friendly visit to Sopot, Poland.
In May 2006, a 5-member delegation headed by Zdzislaw Goralczyk, Chairman of the Polish-Chinese Friendship Association paid another visit to Changning.
On March 3, 2007, 30 important political figures, including officials from the Poland Government Delegation, the Delegation of the Ministry of Poland Cultural and National Heritage, the Pomorskie Province Delegation of Poland, and the Delegation of Partia Sojuszu Lewicy Demokratycznej of Poland, attended the Donation Ceremony of Fryderyk Chopin’s Statue.
In September 2007, Shi Wenxiong, Head of Changning District Construction Commission, and his 6-member delegation, had an exploration tour on landscape architectural design in Poland.
Friendly Relations with Gangseo-gu, Seoul, Korea
On August 29, 2007, Bian Baiping, Head of Changning District and Mr. Kim Do Hyeon, Head of Gangseo-gu of Seoul, Korea signed, in Changning, the “Intent on Friendly Exchange and Cooperation between Changning District, Shanghai, P. R. C. and Gangseo-gu, Seoul, the Republic of Korea”.
In August 2007, Mr. Kim Do Hyeon and his 16-member delegation visited Changning. On December 24, Bian Baiping, Head of Changning District, sent a fax to express his congratulations to the newly elected head of Gangseo-gu Mr. Kim Jae Hyeon. So far, both sides have each recommended three schools for educational exchange and research programs.
