    Gangseo District, Seoul, Korea

    Overview

    Located in the southeast of Seoul, Korea, with the area of 41.4 square meters (occupying 6.8% of the Seoul area and ranking the second among 25 autonomous regions), Gangseo District has the population of 580 thousand (ranking the third in Seoul), and sets up administrative organizations including the Mayor, Vice Mayor, 5 agencies, 1 health institution (Health and Hygiene Center), 1 supervision department, 29 departments of the District Parliament Business Agency, 20 dongs (communities) and 1 utility management corporation.

    Gangseo District has distinct location advantages. Located within the administrative district, the Gimpo Airport is the domestic airline hub in Korea, meanwhile launching airlines to Shanghai Hongqiao Airport in China, Tokyo Haneda Airport, Osaka Airport and Nagoya Airport in Japan. There are complete rail transit utilities, including No.5 Line to the central city of Gangbuk-gu, No.2 Line to Gangbuk-gu and Gangnam-gu, and No.9 Line to the central city of Gangnam-gu.

    Targets proposed by Gangseo District are: Go to the world! Go to the future! Rising Gangseo District! Dedicate to constructing an education city with talents, a welfare city with happiness, a civil city with varieties, a future city for tomorrow, a green city with harmonious nature, and an autonomous city with democracy.

    In July 2007, Gangseo District was awarded as the “Lifetime Learning City” by Korean Ministry of Education, Science and Technology, aiming to develop education businesses in Gangseo District through learning and sharing. Now, the Lifetime Learning Festival has been launched, and the lifetime education website (eduvita.gangseo.seoul.kr) is in operation.

    Born in Gangseo District, Heo Jun, the medical sage in Korea, wrote his Dongui Bogam here. Currently, Gangseo District regularly organizes Heo Jun Festival rolling into the resident sports meeting and health festival, and has established the Heo Jun Museum (the first Korean Museum of traditional medical specialty).

    Relationship Establishment

    On July 15, 2007, an advance team was designated by Gangseo District, Seoul, Korea to Changning District, for the investigation and negotiation on friendly communication launch and other matters. Through friendly negotiation, the Letter of Intent on Friendly Communication and Cooperation was concluded by and between the People's Government of Changning District and the Government of Gangseo District, Seoul on August 29, 2007.

    With more and more communication items and friendly relationships between the two districts, the permission has been obtained to establish friendly district relationships between Changning District and Gangseo District, upon the approval by the Shanghai Municipal Government and the Chinese People’s Association for Friendship with Foreign Countries.

    On August 27 to 29, 2013, a visit was made to Changning District by a 21-member delegation led by Ro Hyun-Song, Mayor of Gangseo District, Seoul, Korea, Park Sang Goo, President of the District Parliament, and Quan Yongcan, President of China-Republic of Korea Friendship Association. On August 27, the Agreement of Friendly District Relationships between Changning District, Shanghai, the People’s Republic of China and Gangseo District, Seoul, Republic of Korea was concluded with the Government of Changning District, to formally establish the friendly district relationships.

    Communication Status

    Since the establishment of friendly relationships in 2007 between the two districts, extensive exchanges and in-depth discussion have been made on administration, education, culture, health, sports, community management, social services and other fields.

    On August 23, 2008, Kim Jae-Hyeon, Mayor of Gangseo District at that time, led a delegation to visit quite a few schools and hospitals in Changning District.

    On October 9, 2008, invited by the Government of Gangseo District, Seoul, a delegation composed of 20 students from football teams of Changning Contemporary Vocational School, and Xianxia High School, went to Korea to participate in the big celebration “All People of One Mind” held by Gangseo District, and in two friendly soccer matches against Korean students.

    On February 11, 2009, a delegation of 46 people from Gangseo District, led by Park Yeonji, President of Evergreen Welfare Hall, visited the Disability Employment Service and Rehab Center in Changning District, and exchanged views on welfare for vulnerable groups with peers.

    On September 20 to 23, 2009, invited by Kim Jae-Hyeon, Mayor of Gangseo District at that time, Bian Baiping, Party Secretary of Changning District, led a delegation to visit Gangseo District. During the trip, several friendly exchange and cooperation agreements were signed by and among Shanghai Changning Maternity & Infant Health Hospital and MizMedi Women’s Hospital, Changning Contemporary Vocational School and Semin Information Technology High School, as well as Changning Xianxia High School and Gangseo Girls’ High School. After that, the two women’s hospitals conducted information exchange on relevant incurable diseases and agreed in exchanging medical backbone for training courses. Two schools also conducted regular educational exchanges and agreed in educational exchange with the delegations of both sides.

    Since 2010, Gangseo District has been sending sports delegations annually to Changning District for sports communication, which has been successfully held for 4 consecutive sessions.

    On August 29, 2010, Ro Hyun-Song, Department Chief of Gangseo District at that time, led a delegation to Changning District for a four-day exchange visit. The delegation visited the Soong Ching Ling Mausoleum, Shibo Renjia Community and Xinhua Sub-district Youth Activity Center. On October 29, the Gangseo parliamentary delegation visited Changning District, and exchanged ideas on administrative and financial matters of parliamentary with the Standing Committee of the People’s Congress of Changning District. On December 12, invited by the Government of Gangseo District, a public delegation of 6 citizens from Changning District came to Korea for a friendly visit, during which the two sides exchanged experiences on environmental quality and security measures at the community level.

    On September 21 to 22, 2011, a delegation of 28 kindergarten teachers from Gangseo District, Seoul, came to visit Sea Shell Kindergarten and New Experimental Kindergarten in Changning District, exchanging ideas with early childhood educators of Changning District and exploring new developments in education on both sides.
