Changning launches innovative talent development initiatives

The first High-Quality Talent Development Forum and the Changning District Overseas Talent Service Partner Program launch ceremony took place at the Changning Hongqiao Talent Apartment on Monday.

During the meeting, Changning introduced a series of innovative measures for talent introduction, aggregation and service optimization.

Combining the operation of the Shanghai Hongqiao Overseas Talent One-Stop Service Center since its relocation over half a year ago and the experiences of advanced countries in serving overseas talents, Changning aimed to provide a more convenient and warm working and living experience from the perspective of overseas talents. They optimized three existing services including guidance for innovation and entrepreneurship, introduced four new services such as 144-hour visa-free entry, and launched seven guides covering issues related to entry and exit, investment and entrepreneurship.

This year, Changning District has deeply cooperated with well-known human resource agencies, key enterprises going global, foreign educational institutions, overseas university alliances, and social organizations to launch the Overseas Talent Service Partner Program. The goal is to build an open, inclusive, and mutually beneficial international talent exchange platform. The first batch established 10 overseas talent service partners. Moving forward, these partners will serve as the window, bridge, and bond for promoting Changning and attracting high-level overseas talents, deepening international talent exchange and cooperation, and accelerating the aggregation of high-level overseas talents in Changning.

Addressing the housing needs of domestic and international talents who come to Shanghai for innovation and entrepreneurship at the initial stage, Changning District implemented the Changning Talent Station Project on the basis of the original talent housing project. The first batch allocated 100 housing units in the Hongqiao Talent Apartment, providing one to three months of free accommodation for eligible domestic and international high-level talents. After the free period, eligible talents can also enjoy living in municipal and district-level talent apartments and special support policies for international student apartments.

At the event, Changning also officially launched the "Seven Things for Overseas Talents" service on the "Suishenban" platform, achieving an improvement from multiple trips to "only one trip, or even no trip at all" for overseas talents handling affairs. The district issued the first high-level talent exclusive medical card, which allows talents to enjoy 17 exclusive medical services such as consultations with top experts from city-level hospitals, green channels for special wards and special drug purchases. The Changning District Youth Innovation Talent Development Center was established, and the International Youth Talent Exchange Program was launched, helping to attract more domestic and international young talents to start businesses and contribute in Changning.
