Changning District leads with innovative business registration measures

The Changning District Market Supervision Bureau is actively working to create a better business environment to ensure a successful start to the Year of the Snake.
To simplify the registration process for branch offices of chain enterprises, the bureau introduced "authorized processing" and "batch signing" measures.
Luckin Coffee, with its Shanghai headquarters in Changning and over 1,400 stores in the city, opens around 200 new stores annually, with frequent changes and closures. Previously, each business license change involved a significant workload. To address these challenges, the Changning District Market Supervision Bureau provided a batch processing service for chain store business licenses. After the implementation of this measure, Luckin Coffee received the city's first license under the new policy, greatly reducing time costs.
With the official introduction of the new version of the permanent residence ID card for foreigners in China, foreigners can now use this card to register foreign-funded enterprises throughout the city.
Recently, a high-level foreign talent chose to register a business in Changning. After receiving the online registration application, the Changning District Market Supervision Bureau quickly initiated an information verification and dedicated service mechanism, completing the approval and issuing the city's first business license registered with a permanent residence card for foreigners on the same day the complete materials were submitted.
Previously, when companies moved across districts, they had to complete multiple registration procedures with various departments, significantly increasing time costs. Now, the "One-Stop Relocation Registration" led by the municipal market supervision bureau allows companies to complete registrations for market supervision, taxation, social security, and housing funds with a single submission.
K2 Medical (Shanghai) Trading Co Ltd became the first company in the city to complete cross-district relocation registration through the "one-Stop relocation" process. This medical device trading company, composed of domestic and foreign medical professionals, successfully transferred its license and tax registration to Changning District, eliminating the cumbersome procedures involved in cross-district relocation.
