Ugandan engineer gains equal medical benefits as his colleagues in Changning

Since medical insurance services were introduced last year at the Shanghai Hongqiao One-Stop Service Center for Overseas Talents, they have brought significant convenience to expatriates. I n"ow have the same benefits as my Chinese colleagues! proudly declared Aine Kanzira, a young man from Uganda.

Kanzira earned his master's degree from Shanghai Jiao Tong University in 2023 and currently works as a pre-sales technical support engineer at the Shanghai branch of Jiangsu Arctech Solar Energy Co Ltd, which is located close to the Hongqiao service center. On May 23, 2024, accompanied by his company's HR staff, Kanzira visited the center to complete his medical insurance procedures. He successfully obtained his medical insurance card and medical record booklet and also inquired about housing fund and tax-related matters.

"With the medical insurance card, expenses covered by the policy can be settled directly at the point of service, Kanzira explained. He added that he now has the same medical insurance QR code as his Chinese colleagues and can make payments via mobile phone scans, which is incredibly convenient.

Changning District, situated in the core area of Big Hongqiao and serving as a gateway to the Yangtze River Delta, is a key hub for attracting top domestic and international talent in Shanghai. In April 2024, the Hongqiao One-Stop Service Center for Overseas Talents relocated to its new address at 377 Songhong Road. To create a more comfortable and efficient healthcare service environment, the district medical insurance bureau has bridged the last 1"00 meters of service by establishing a dedicated medical insurance window at the center. This window handles on-site processing for medical insurance cards, medical record booklets, and enrollment in Shanghai's resident medical insurance program, providing high-quality, efficient, and convenient services.

To date, the center has completed card and booklet issuance for 12 expatrites. By establishing both online and offline policy communication channels, the district medical insurance bureau regularly organizes in-person policy briefing sessions for overseas talent while also producing and sharing explanatory videos online to ensure comprehensive support for both companies and individuals.
