DNV becomes first beneficiary of new YRD foreign talent permit fast-channel system

Changning District Director Liu Ping presented the work permit and residence permit for foreigners to an employee of DNV (Det Norske Veritas) on June 10. This marked the first ex"press processing case of foreign work and residence permits facilitated through the integrated government services mechanism and efficient cross-regional collaboration established among three provinces and one municipality in the Yangtze River Delta region.
DNV, the world's top-ranking classification society, has its Chinese subsidiary registered in Changning District, where it operates as a recognized regional headquarters of a multinational corporation.
During a visit to DNV (China) Co Ltd on April 24, Liu learned about a persistent challenge faced by the company: When relocating foreign employees across regions, they had to cancel their original work and residence permits before reapplying in the new city—a process taking 30 to 45 days, during which the employees couldn't work or receive salaries.
To resolve this long-standing issue, the three provinces and one city in the Yangtze River Delta reached a consensus and established a real-time intercommunication mechanism for efficient coordination.
Martyna, a Polish employee of DNV whose work and residence permits in Jiangsu Province were about to expire, became a beneficiary of this new system. Thanks to the real-time data-sharing mechanism, the cancellation and reapplication process for her permits was reduced by nearly two-thirds.
"DNV needs to recruit foreign experts with specialized skills for local projects, and these experts frequently move within the Yangtze River Delta region. We sincerely appreciate the convenient measures introduced by Shanghai and other regional governments to facilitate such mobility. This strengthens our confidence in investing in China and encourages us to bring more international experts to join our local teams, said Wang Qian, HR manager of DNV Greater China.
As one of Shanghai's most international districts, Changning hosts 28 consular institutions and nearly 6,500 foreign-funded enterprises, including 91 regional headquarters of multinational corporations.
