Changning District Government and China Pacific Insurance Group sign strategic cooperation agreement

On August 12, the signing ceremony between the Changning District Government and China Pacific Insurance (Group) Co., Ltd. (hereinafter referred to as “CPIC”) was held in Changning. Zhang Wei, Secretary of the CPC Changning District Committee, Liu Ping, Deputy Secretary of the District Committee and District Mayor, and Fu Fan, Secretary of the CPC Committee and Chairman of CPIC, attended the event.
At the ceremony, witnessed by Zhang Wei, Liu Ping, and Fu Fan, Zhao Yongzun, Deputy District Mayor of Changning, and Yu Bin, Vice President of CPIC, signed the strategic cooperation agreement on behalf of both parties.
The agreement aims to leverage CPIC’s expertise in risk protection, capital facilitation, and social governance, while further deepening cooperation with Changning in areas such as providing financial services to the real economy, fostering new quality productive forces, and enhancing modern urban governance. The Changning District Government will continue to create a first-class business environment, offering efficient services and policy support for CPIC’s development in Changning, jointly building a new model of government-enterprise cooperation.
On behalf of the District Committee and Government, Zhang Wei and Liu Ping expressed gratitude to CPIC. Zhang noted that during the first four years of the 14th Five-Year Plan, Changning achieved an incremental output exceeding RMB 100 billion with an average annual growth rate of 7.8%. In the first half of this year, despite a high base, the district maintained a year-on-year growth of 5%, with the financial sector growing by 8.5%. Changning is actively fostering new quality productive forces in line with local conditions, with finance playing a pivotal role in supporting regional economic stability and growth.
Zhang expressed hopes that both sides would deepen cooperation in scientific and technological innovation, setting a new benchmark for government-enterprise collaboration. By addressing the needs of innovative enterprises in areas such as Shanghai Silicon Alley, the Origin of Hongqiao Online New Economy Eco-Park, and other innovation clusters, the partnership will strengthen the role of technology insurance in nurturing future industries and accelerating innovation across the entire chain.
Together, the two sides will drive economic transformation, cultivate new momentum in the financial ecosystem, and make full use of the advantages of “Digital Changning” as well as CPIC’s comprehensive licenses as an integrated insurer. They will align with the needs of economic transition, providing professional risk protection to help Changning seize new strategic opportunities and safeguard enterprises’ deeper participation in global industrial collaboration with innovative risk products. Changning will continue to cultivate a world-class business environment, offering efficient services and policy support for CPIC’s development in the district. The partnership also seeks to advance the vision of a “people’s city,” creating a better life for residents, and ensuring that the outcomes of cooperation translate into stronger benefits, satisfaction, and security for both enterprises and the public.
In recent years, Changning has actively integrated into the development of the Shanghai International Finance Center, making the growth of the financial services industry a key driver of high-quality regional development. The district’s financial sector has ranked among the top in Shanghai in terms of added value growth. Since the release of the Shanghai Action Plan to Support Listed Companies in Mergers and Acquisitions last year, the Hongqiao M&A Cluster Core Functional Area in Changning has focused on headquarters-level and overseas M&As, as well as professional financial services, extending its influence across the Yangtze River Delta. This has created a new engine for financial development, injecting fresh momentum into financial innovation and industrial upgrading.
