Changning District reports strong 2025 performance

In 2025, Changning District maintained its position as having the second-highest per capita GDP  in Shanghai, while also ranking first among the city's central urban areas for per capita green space, according to the government work report delivered by District Director Liu Ping at the recent district people's congress.

 

The year saw new achievements in investment promotion for Changning. The district attracted South-To-North Water Diversion Green Development (Shanghai) Co Ltd, which became Shanghai's largest newly registered central state-owned enterprise project of the year by registered capital. It also facilitated the return of the listed entity of Focus Media, making it the largest private enterprise headquarters to relocate to Shanghai from another region in nearly five years.

 

Throughout the year, Changning attracted 1,780 key new projects, contributing 1.79 billion yuan (US$257.18 million) in comprehensive tax revenue, an increase of 85.1 percent year-on-year. Fixed-asset investment reached 21.9 billion yuan, up 8.3 percent, with smooth progress on nine municipal-level and 32 district-level major projects.

 

In promoting consumption, Changning took the lead citywide in releasing version 2.0 of its "Vending Stall Map," creating several characteristic outdoor dining sections and concentrated vending areas. To foster an internationally friendly consumption environment, the district established centralized tax refund points and "instant refund upon purchase" points, adding 75 new tax refund locations for overseas visitors.

 

Over the past year, Changning further enhanced the capability of its key industries. The air transport sector completed annual revenue of 154.3 billion yuan, growing 7.8 percent. The digital economy expanded further, with annual e-commerce platform transaction volume exceeding 1.7 trillion yuan, accounting for over one-third of the city's total. The district is now home to 34 e-commerce platforms with annual transaction volumes exceeding 100 million yuan each.

 

Changning also deepened cooperation with institutions like the Shanghai Institute of Microsystem and Information Technology and the Shanghai Institute of Ceramics, both under the Chinese Academy of Sciences. Initiatives included establishing Digital Silicon Lane (Shanghai) Incubator Co Ltd to promote high-quality incubator development.

 

The district also attracted the Shanghai Association of Electronic Materials and the Yangtze River Delta Branch of the Foundation for the Development of Science and Technology in China, facilitated the construction of the Shanghai Key Laboratory for Flexible Medical Robots, and set up an Integrated Circuit Application Innovation Concept Verification Center and the "Shanghai Silicon Lane" Sci-Tech Innovation Ecosystem Collaborative Platform.
