The High-performance Broadband Information Network, abbreviated as 3Tnet, aims to advance in an all-round way the core technologies of scientific research, engineering technology, equipment development as well as demonstrative application concerning the technologies related to China’s next generation of broadband information network by establishing such an operative high-performance broadband information network. The construction of the project is expected to greatly facilitate the realization of the crucial goal of “three-network integration” in China’s next generation of information network, namely, TV, telephone, and computer businesses, which will be integrated to establish a widespread high-performance demonstrative network for the real-time transmission of the new-broadband-based streaming media. This may meet the demands of multiple businesses.
Shanghai Engineering Research Center for Broadband Technologies and Application is a professional corporate research institute and a public technology service platform jointly constructed by the Municipal Scientific and Technological Committee and the Changning District Government in November 2004. The Center has launched the “High-performance Broadband Information Network”, a National 863 Project, in Changning, Shanghai. Moreover, the Center is responsible for implementing the integrated demonstrative project in the communication field under the National 863 Project. By making full use of the enterprise-college-institute partnership, the Center conducts original innovation and integrated innovation of the new-generation broadband network and the relevant application technologies, with an aim of building itself into the “Testing Bed of China’s Communication Industry” and the “Promotion Base of Shanghai Broadband-based Communication Technology Industry”, as well as improving the national communication industry chain and propelling the development and informatization of the communication industry.
In 2005, a pilot project named “High-Performance Broadband Information Network”, the first one accessible to households in the world, was built in Gubei New Community, Changning District. More optical fibers and devices have been used on the basis of the original optical fibers, while each personal computer after being connected will be fitted with an intelligent switch, inside which the relevant management software can read, record and access the data provided. Meanwhile, a corresponding separate payment protocol will come into being in response to the supporting software of the business operation.
An array of interaction activities including E-entertainment, E-education, and E-health will be available on the platform. Gubei New Community has entered in advance into the “Internet-based interactive TV” era. Upon the successful trial in Gubei New Community, the high-performance broadband information network will be expanded to the entire city of Shanghai and even into the whole Yangtze River Delta.
