Assist needy in an all-round way

The “community assistance consultant” system initiated by Changning throughout the country has been fully implemented in Shanghai. As the only pilot area for comprehensive reform of social assistance in Shanghai, Changning’s realized the mechanism “to find beneficiary of social aid.”

Changning has developed a “precision assistance information system” online, connected with the big data platform of the municipal civil affairs bureau, covering families or individuals receiving subsistence allowance, low-income, with low-income, expenditure poverty or special difficulties. At present, about 32,000 people are put in the category.

Meanwhile, more than 300 professional “community assistance consultants” in Changning provide them with social assistance application and resource matching services.

By integrating various relief service resources, Changning has formed a “social relief resource map” at district level, collected 72 policies involving 11 government agencies and 22 categories, introduced social forces to participate in relief services, coordinated various assistance programs, and actively connected relief resources to form a good situation with the participation of the whole society.

Changning also mapped out “one family, one policy” assistance plan to effectively promote the matching of supply and demand and meet the diversified assistance needs of groups in need.

China is improving the social security system that covers the entire population and promoting high-quality and sustainable development of social security.

Although China has basically established a fully-functional social security system that covers the largest population in the world, the country still needs to attach great importance to and make practical improvements on the weak links of the system, as the principal contradiction in Chinese society has evolved and urbanization, population aging and employment diversification are speeding up.
